What it says on the tin. This is a lateral constant velocity joint. It allows you to transmit constant rotation into a shaft that is offset from the original by up to and including 1 block's length.

Nice! But how much of power loss it has if used with steam engine, it seems quite vibrating?

It does vibrate a fair bit, but I can't imagine much power is lost at all, if any.
